Dr. Andrew Vavreck brings over four decades of experience at the intersection of defense technology development and technical management. His career spans the U.S. Navy’s premier university-affiliated research centers, Penn State University, and 14 years as a Principal Engineer and Deputy Program Manager at Parsons Government Services — where he led technical oversight on $120M Army radar R&D contracts and managed teams of up to 12 specialized scientists and engineers.
Dr. Vavreck's expertise spans an unusually broad range of defense domains, including radar systems engineering, sensor integration, ISR data fusion, geolocation algorithms, SIGINT collection systems, AI/ML applications, and smart materials. This breadth, combined with deep hands-on research experience, gives him a rare ability to rapidly assess emerging technologies and translate them into winning proposal strategies and sound engineering decisions.
A product of Penn State’s engineering programs (B.S., M.S., and Ph.D. in Engineering Science and Mechanics), Dr. Vavreck also spent 14 years as an Associate Professor and Division Head at Penn State University, where he developed and led engineering curricula and managed 26 faculty and staff. That academic foundation informs everything he does at Taras — from rigorous trade study methodology to the firm’s passion for effective knowledge transfer.
Andrew is a seasoned practitioner of the Shipley proposal development process, having served as volume lead on technical and past performance sections across numerous competitive solicitations, including DoD SBIR and STTR opportunities. He holds an active Top Secret DoD clearance, enabling Taras to support classified proposal efforts with the same rigor and discretion applied to all client engagements.
He is a member of the Association of Old Crows (AOC), Susquehanna Roost Chapter, reflecting his enduring commitment to the electronic warfare and signals intelligence community.
